Arrangement of PR Election
SEPPA, May 10: East Kameng Deputy Commissioner and District Election Officer Tope Bam said that his office is prepared to conduct Panchayati Raj Election on May 16.
The district will go to the poll to elect 9 ZPMs out of the total 14, 53 AnchalSamity
members out of the total 139 and 355 GPMs out of the total 456 as candidates of five
ZP, 86 AS and 92 GP segments have been declared elected un-

Polling personnel cast votes
ITANAGAR, May 10: The presiding and polling officers engaged in Itanagar Municipal Election have cast their votes at Siddhartha Hall today. The polling personnel also underwent third and final training in the same venue.
Addressing the polling personnel, BokarBasar, RO, Itanagar asked the trainees to discharge their assigned duty with utmost sincerity and take stern action against those who try to cast vote with fake identity/documents during the poll.
Forty out of 55 polling stations have been considered hypersensitive and rest sensitive, Capital SP Surender Singh informed. Police personnel have been deployed in each Polling station as per the requirement of the hypersensitive and sensitive area, Singh said.

Power & water crisis cripple life in Yingkiong
YINGKIONG, May 10: Acute power shortage and drinking water crisis crippled life in Upper Siang district, particularly in Yingkiong for the last few couple of days after heavy rain damaged electricity supply line between Boleng and Yingkiong and water supply pipelines at several points on May 3 and 4.
The power department, which has been working in war footing to restore power supply, is hopeful of completing the repairing work very soon. Likewise, the Public Health Engineering Department (PHED) has also started repairing work on the damaged pipelines to normalize the situation. DIPRO

Mortal remains of Tayeng laid to rest
ROING, May 10: The mortal remains of Jomin Tayeng was laid to rest with full state honor at his native village Rayang near here today.
Chief Minister NabamTuki and some of his cabinet colleagues, MLAs, former minister, relatives and well wishers paid their last respect to Tayeng at the funeral today.
Recalling late Tayeng as an able administrator and perfect people’s representative,

Assam objects to Arunachal setting up polling stations
Sibsagar (Assam), May 10: Assam today objected to Arunachal Pradesh government's initiative to set up polling stations in border areas falling within the state for the scheduled Panchayat polls on May 16.
Sibsagar district administration today in a meeting with Arunachal objected to the move and demanded immediate relocation of the polling stations, an official release said.
Sibsagar Deputy Commissioner JatindraLahkar and his Arunachal counterpart from LongdingShilpaShinde held a meeting here where the former pointed out that the Supreme Court in a judgment passed in 2002 barred the state government from setting up any new polling station in disputed areas after 1991.

Sudden requisition of Pvt. commercial vehicles irks the car owners

ITANAGAR, May 10: Requisition of private vehicles by Army during the emergency time is a common thing in the country. But the requisition of private commercial vehicles for Panchayati Raj elections without prior information to vehicle owners has not only dampened the business strategy of vehicle owners (mostly educated and unemployed youths), it also caused great embarrassment to the passengers too.
In a surprising move, a driver of a commercial vehicle informed this reporter that all on a sudden some government officials were taking vehicle on requisition for election duty. They issued a note on the spot and ordered the driver to report at Arunachal Pradesh State Transport Station, Itanagar from where the vehicle will be deployed to different areas on election duty.
On hearing this, this reporter rushed to the spot for verification and found that two Govt officials along with three police personnel are dealing with vehicle requisition works at Ganga market, Itanagar.
When enquired why private vehicles are forcefully detained for election duty when
it is clearly written in the order issued by Joint Secretary (TPT) that it is for
requisition of govt. vehicles only for ensuing Panchayat Election 2013 (Vide No TPT
(C)-
Apart from this, the officials also took the vehicle documents, however they ensured that the documents would be returned to the owner/driver. But they didn’t mention any specific date. They further informed that the order came from higher authority to engage private vehicle in election duty due to shortage of government vehicles.
However, the officials asked me to meet the APST Station superintendent, Itanagar for further details. When the Station Superintendent was asked to exempt private passenger vehicle from this requisition process, the APST SS simply informed that his duty is only to detail all these vehicles.
He further said the government also wants to engage APST night Super from Itanagar to Aalo and other districts, but “I ignored their request as tickets for various destinations were already issued to passenger from the counter.”
Then, this reporter also went to meet State Election Commissioner, but the SEC PA informed that there is no any link between the state election office and vehicle requisition process.
After that I met Joint Secretary TPT at his office.
The Joint Secretary said “we are taking private vehicles due to shortage of government vehicles for transportation of officials on election duty. He further informed that more private vehicles would be requisitioned /engaged on election duty.
Despite repeated request for exemption of private commercial vehicles, the officers said “we deployed an official foreman at APST Bus Station Itanagar to check all the detained vehicles and the vehicle in good running condition would be used for election duty.”
It clearly indicates that vehicle owners have nothing to do with their vehicles
as if they have no any right to take any decision regarding his/her vehicle. In
such a situation generally question arises as to who is the actual owner of the
vehicle -
The government needs to look into this, as it may disturb the whole business strategy of the vehicle owners who purchased the vehicle with bank loans. It may also badly affects transportation system and create difficulties for tourists/passengers.
Further, some of these vehicles are already booked for election purposes in their respective district and area by candidates for transportation of voters.
It is worth mentioning that Chief Minister has spelt out mantras of changing attitude to become tourist friendly guide during flagging off of CM’s ParyatanVikashYojana here recently. He also advised the tour operators to work with commitment to contribute in tourism growth in the state.
Now one wonders, how comes a tour operator works with commitment and become tourist friendly if private commercial vehicles are requisitioned for election duty that too without the consent and will of owner.
The concerned authority should instruct all officials engaged in requisition of private commercial vehicle to take/seek consent of the private vehicle owners before requisition of vehicle for election duty.

West Siang reviews disaster management plan
AALO, May 10: The District Disaster Management Meeting was held at DC Office Chamber here today.
Presiding over the meeting, West Siang Deputy Commissioner M.K. Sahoo stressed on the need for a comprehensive and full proof disaster management plan. The DC said that disaster preparedness is key to tackle any kind of calamities likely in the monsoon season and asked DDMO to start a toll free Control Room at DC office.
It should be properly manned round the clock by official on roster basis to gather information from any corner of possible eventuality. He asked the DF and CSO to make available food and essential commodities during this monsoon season at different level.
DC also called for all line department to be alert and said that clearing of drain and water logging in the township area is quite essential during rainy season. All departments of the districts should put in coordinated efforts in terms of giving their men and materials in times of crisis.

Dear Editor,
Through your esteemed daily I would like to express my gratitude and at the same time share my experience of being to North Eastern Indira Gandhi Regional Institute of Health and Medical Science (NEIGRIHMS) Shillong and let our Arunachalee friends know about it.
My brother was diagnosed of having gastric ulcer and has been taking medicine for last one month. Despite taking medicine his condition further deteriorated complaining of respiratory problem. Then without wasting time I took him from Bam village to Heema Hospital Itanagar and got him admitted. On the very night Dr. Rinchin Megeji who was attending my brother informed me of having acute heart problem and even warns that at any moment of time it may collapse and stop functioning. On hearing that, I got nervous and left me in the state of dilemma. Then he asked me to immediately evacuate and advised me to take him to North Eastern Indira Gandhi Regional Institute of Health and Medical Science (NEIGRIHMS) Shillong. Since I had little idea about NEIGRIHMS before, I was apprehensive about that what type of Hospital it would be. But the confidence of Dr. Rinchin Megeji washed off my apprehension and I was convinced.
Next day I reached Shillong safely at evening and found NEIGRIHMS which is surrounded by beautiful pine groove on a slanting hill 7 km away from heart of the city. On reaching campus I was laughing at myself for ignorance of being not knowing of such big Institute before.
Then I straightway took my patient to an emergency where more than six doctors were there. Then I made phone call to Dr. Prabin Srivasatava, he immediately responded nicely to my expectation and asked me to wait at emergency ward telling that Dr. Rinchin Megeji had already informed him regarding problem and condition of my brother. On showing Dr. Rinchin’s referred letter, the team of doctors straightway sent us to cardiology ward and got admitted without any hassle.
When I entered the cardio ward I was astonished to find such a hygienic and clean floor which is far cleaner than 5 star hotels that I have seen. Then they started series of examination under the guidance of Dr.Animesh Mishra, Professor Head of the Department Cardiology, assisted by Dr. Kapoor Assoc. Professor, Dr. Amit Malviya, Asstt, Professor including Dr. Prabin Srivastava. Some more doctors could not be mentioned as I could not have proper interaction with them.
After 7 days stay, they conducted series of test that includes daily ECG, USG, 3

The attack on Sanaullah Ranjay which led to his brutal death, not only needs to be severely condemned; but has also proved that as far as barbarities and violent behaviour are concerned, India has not fared a bit better than Pakistan ("Sanaullah dies in hospital", May 10).
By making Sanaullah pay with his life for the sin of the culprits in Pakistan who
brutally killed Sarabjit Singh, the Indian inmates of Jammu prison and their rabid
supporters outside it have indirectly provided moral sanction to the pogrom against
Sikhs and Muslims in New Delhi (1984) and Gujarat (2002) respectively. If the "common
factor" of citizenship is enough to put Sanaullah and the criminals of Kot Lakhpat
jail on an equal pedestal, then what was "wrong" when the innocent Sikhs and Muslims
were painted with the same "religious" brush with the Beant-
When will we arrive to the realization that civilized world cannot take "revenge" on a particular section of population if any of its members is found to have committed an unpardonable act? When will we allow humanity to reign supreme by transcending barriers of nation, religion, caste, language, colour, political ideology or birth?

Death of Jomin Tayeng was shocking
Dear Editor,
I was shocked to hear news of the sudden demise of late Jomin Tayeng. I had known Jomin from Delhi University days and then at the National Academy of Administration, Mussorie. I used to meet Jomin here and there occasionally. I cannot forget his beaming smile and infectious laughter. I had last met him at the Bogibeel Ferryghat in March 2005. Before I could recognize his happy portly figure he came running and engulfed me in an affectionate bear hug.
I also knew his Guardian at the Dambuk Mission School, the late and famous educationist Mrs. Indira Miri. She had told me that from his childhood days she recognized that Jomin was going to accomplish much. He will make everyone happy where ever he may be.
