Arrangement of PR Election

SEPPA, May 10: East Kameng Deputy Commissioner and District Election Officer Tope Bam said that his office is prepared to conduct Panchayati Raj Election on May 16.

The district will go to the poll to elect 9 ZPMs out of the total 14, 53 AnchalSamity members out of the total 139 and 355 GPMs out of the total 456 as candidates of five ZP, 86 AS and 92 GP segments have been declared elected un-opposed. Further, no candidate has filed nominations in seven GP segments and there is no voter in two GP segments.

East Kameng has a total of 14 ZP, 139 AnchalSamity and 456 GP segments.

A total of 31,157 voters will exercise their adult franchise during the election.

Further, there will be no polling in Bameng East AnchalSamiti as all contesting candidates have been elected unopposed. As such polling will be now held only in 99 polling stations instead of 142 set up in the district.  DIPRO

A report from Bordumsaadds: Preparation is almost complete for holding panchayat election in Bordumsa and DiyunAnchalSamity, informed Bordumsa ADC cum RO KentoRiba.

The first and second phase of training for polling personnel and meeting with political parties have also been conducted, informed Riba. A core committee has also been constituted under the chairmanship of the RO in order to ensure adherence of Model Code of Conduct by all concerned in letter spirit.

 

 

West Siang all set for panchayat polls

AALO, May 10: West Siang district is gearing up for the Panchayat elections with Election Training being imparted to all Presiding and Polling Officers at Aalo, Yomcha, Kamba, Rumgong, Mechuka and other places of the district under the supervision of DEO M KSahoo.

Master Trainer HenrikBasar, HDO is imparting training on election and voting procedures - right from collection of polling materials to the closing of poll and submission of election materials. Mock poll was also conducted on opening and closing of ballot box, sealing of ballot paper and maintaining of ballot paper account at various places from 4th to 8th May. TarikTalom ADC Rumgong addressed the training session at Rumgong on 8th May. DIPRO

 

ANYA unit demand PR polls, opposes urban tag  

ITANAGAR, May 10:Opposing the declaration of Palin town as urban area, All NyishiYouth Association Kurung Kumey district unit today  demanded de-notification of  the same and  holding of Panchayat elections  in  three Anchal segment -- Upper Hinda, Lower Hinda and Middle Hinda which fall under Palin  circle.

Claiming that the Palin town has been notified as urban town on the basis of ‘wrong facts and data’, the ANYA unit said  total voters of Palin circle  are 5,137, whereas 5004 voters have shown for Palin town alone which is totally false. It demanded cancellation of the notification and  holding of Panchayat election in all the three  AS segments under Palin  area.

Death mourned:All Nyishi Youth Association (ANYA) Kurung Kumey district unit deeply mourned the sad demise of TakioTuglo (Tarh), Lower Subansiri DDSE, who died on May 7 last.

The  dedicated service and contribution  of Late Tuglo towards the society will always be remembered by the people, the ANYA unit said and conveyed deep sense of condolence to bereaved family.

 

APCSOA Dibang Valley unit mourns death of an officer

ANINI, May 10: Arunachal Pradeshs Civil Service Officer’s Association (APCSOA) Dibang Valley District has mourned the sudden and untimely demise of Modang Tatum, APCS officer of Admin. Grade.

He was a sincere, brilliant and dedicated officer and his death is a great loss to the state, APCSOA district unit in a condolence message said and prayed to almighty for the eternal peace and solace to the departed soul. Polling personnel cast votes

ITANAGAR, May 10: The presiding and polling officers engaged in Itanagar Municipal Election have cast their votes at Siddhartha Hall today. The polling personnel also underwent third and final training in the same venue.

Addressing the polling personnel, BokarBasar, RO, Itanagar asked the trainees to discharge their assigned duty with utmost sincerity and take stern action against those who try to cast vote with fake identity/documents during the poll.

Forty out of 55 polling stations have been considered hypersensitive and rest sensitive, Capital SP Surender Singh informed. Police personnel have been deployed in each Polling station as per the requirement of the hypersensitive and sensitive area, Singh said.

The trainees were again given practical demonstrations of handling EVMs. DIPR

 

Power & water crisis cripple life in Yingkiong

YINGKIONG, May 10: Acute power shortage and drinking water crisis crippled life in Upper Siang district, particularly in Yingkiong for the last few couple of days after heavy rain damaged electricity supply line between Boleng and Yingkiong and water supply pipelines at several points on May 3 and 4.

The power department, which has been working in war footing to restore power supply, is hopeful of completing the repairing work very soon. Likewise, the Public Health Engineering Department (PHED) has also started repairing work on the damaged pipelines to normalize the situation. DIPRO

Mortal remains of Tayeng laid to rest

ROING, May 10: The mortal remains of Jomin Tayeng was laid to rest with full state honor at his native village Rayang near here today.  

Chief Minister NabamTuki and some of his cabinet colleagues, MLAs, former minister, relatives and well wishers paid their last respect to Tayeng at the funeral today.

Recalling late Tayeng as an able administrator and perfect people’s representative, who had always been committed to people’s cause, Tuki said, “His immense contributions towards the state’s socio-education development will be remembered for ever.”

“With his death, we have lost one of the senior most, dynamic and experienced members of the State Legislative Assembly,” Tuki said and prayed to almighty god for eternal peace of the departed soul.

Earlier, Tuki along with his cabinet colleagues offered floral tributes to Late Tayeng.

Local MLA Laeta Umbrey, who was also present on the occasion, said, “We have lost a great soul, who had always been a source of inspiration and guiding force for all of us. May almighty rest his soul in eternal peace.”

Adi Bane Kebang Lower Dibang Valley district unit Secretary Abu Saring while highlighting the life history of Late Tayeng, informed that he was the first to secure first division in Matric examination in 1960 during NEFA days.

Ministers SetongSena, BosiramSiram, Parliamentary Secretaries Passang Dorjee Sona, Nabam Rebia, MLAs Bamang Felix, Techi Kaso, Ralom Borang, former ministers Lombo Tayeng and Roding Pertin, Political Secretary to the Chief Minister BamangTago, Lower Dibang Valley Deputy Commissioner Shiv Kumar and Secretaries of various departments of the state govt. attended the funeral and paid their last respect to late Tayeng.

Thousands of people and well wishers from all sections of the society, members of various state and district based organizations, including Arunachal Pradesh Civil Service Officer’s Association, Itanagar, District Administration, ABK Lower Dibang Valley district unit, Adi Cultural & Literary Society, Dibang Lohit Baptist Church Association, etc attended the funeral and offered wreath to the body of late JominTayeng. Assam objects to Arunachal setting up polling stations

Sibsagar (Assam), May 10: Assam today objected to Arunachal Pradesh government's initiative to set up polling stations in border areas falling within the state for the scheduled Panchayat polls on May 16.

Sibsagar district administration today in a meeting with Arunachal objected to the move and demanded immediate relocation of the polling stations, an official release said.

Sibsagar Deputy Commissioner JatindraLahkar and his Arunachal counterpart from LongdingShilpaShinde held a meeting here where the former pointed out that the Supreme Court in a judgment passed in 2002 barred the state government from setting up any new polling station in disputed areas after 1991.

Lahkar requested his counterpart to abide by the court order according to which Arunachal Pradesh could not establish any polling station in Hassirussa and RangluaBasti falling under Charaideo sub-division of Assam. Shinde assured the Sivasagar district administration that the matter will be examined and appropriate steps will be taken.

The role of Peace Committees in maintaining peace, law and order in border areas and frequent meeting between border magistrates was stressed by both sides to solve the border problems.

Lahkar also raised the issue of construction of concrete pillars at the Indian Reserve Battalion Camp in Naharani Basti falling under Assam by Arunachal Pradesh and demanded its immediate removal but Shinde claimed that no such activity or money has been sanctioned by the Arunachal government in this regard. CCTV cameras installed in dist. sub-jail

CHANGLANG, May 10: Closed circuit television (CCTV) cameras have been installed at District Sub-Jail, Changlang for better monitoring of the prisoners and movement of visitors as well as to ensure safety and security of the under-trial prisoners (UTPs). With this, the Changlang Sub-Jail became the only high-tech jail with round-the-clock CCTV monitoring facility in Arunachal Pradesh.

Deputy Commissioner cum District Magistrate ChanchalYadav accompanied by SDO (Jud)-cum-Ex-Officio superintendent of Jail SS Choudhury visited the jail to inspect the functioning of the CCTV cameras. She interacted with the prisoners and enquired about their well-being and about quality of food served to them. Expressing satisfaction over the basic facilities available in the sub-Jail, the DC instructed the Guard Commander to engage the UTPs in gardening works and indoor and outdoor games. She also assured the UTPs to provide them with informative books and sports items for recreational purposes. DIPRO

 

 

Shortage of Govt. vehicles for PR elections!

Sudden requisition of Pvt. commercial vehicles irks the car owners

ITANAGAR, May 10: Requisition of private vehicles by Army during the emergency time is a common thing in the country. But the requisition of private commercial vehicles  for Panchayati Raj  elections without prior information to vehicle owners has not only dampened the business strategy of vehicle owners (mostly educated and unemployed youths), it also caused great embarrassment to the passengers too.

In a surprising move, a driver of a commercial vehicle informed this reporter that all on a sudden some government officials were taking vehicle on requisition for election duty. They issued a note on the spot and ordered the driver to report at Arunachal Pradesh State Transport Station, Itanagar from where the vehicle will be  deployed to different areas on election duty.

On hearing this,  this  reporter rushed to the spot for verification and found that two Govt officials along with three police personnel  are dealing with vehicle requisition works at Ganga market, Itanagar.

When enquired why private vehicles are forcefully detained for election duty when it is clearly written in the order issued by Joint Secretary (TPT) that  it is for requisition of govt. vehicles only for ensuing Panchayat Election 2013 (Vide No TPT (C)-40/2003 (Pt-I), Dtd. 10th May.)

Apart from this, the officials also took the vehicle documents, however they ensured that the documents would be returned to the owner/driver. But they didn’t mention any  specific date. They further informed that the order came from higher authority to engage private vehicle in election duty due to shortage of government vehicles.

However, the officials asked me to meet the APST Station superintendent, Itanagar for further details.  When the Station Superintendent  was asked to exempt private passenger vehicle from this requisition process,  the APST SS simply informed that  his duty is only to detail all these vehicles.

He further said the government also wants to engage APST night Super from Itanagar to Aalo and other districts, but “I ignored their request as tickets for various destinations were already issued to passenger from the counter.”

Then, this reporter also went to meet State Election Commissioner, but the SEC PA informed that there is no any link between the state election office and vehicle requisition process.

After that I met Joint Secretary TPT at his office.

The Joint Secretary  said “we are taking private vehicles due to shortage of government vehicles for transportation of officials on election duty. He further informed that more private vehicles would be requisitioned /engaged on election duty.

Despite repeated request for exemption of private commercial vehicles, the officers said “we deployed an official foreman at APST Bus Station Itanagar to check all  the detained vehicles and the vehicle in good running condition would be used for election duty.”

It clearly indicates that vehicle owners have nothing to do with  their vehicles as  if they  have no any right to take any decision regarding his/her vehicle. In such a situation generally question arises as  to who is the actual owner of the vehicle - the government or the person (who purchased the vehicle  and whose name the vehicle is registered)? It is unfortunate that the requisition of private commercial vehicles for election duty is done here in the state capital without prior consent and will of vehicle owner.

The government needs to look into this, as it may disturb the  whole business strategy of the vehicle owners who purchased the  vehicle with bank loans. It may also badly affects transportation system and  create difficulties for tourists/passengers.

Further, some of these vehicles are already booked for election purposes in their respective district and area by candidates for transportation of voters.

It is worth mentioning that Chief Minister has spelt out mantras of changing attitude to become tourist friendly guide during flagging off of CM’s ParyatanVikashYojana here recently. He also advised the tour operators to work with commitment to contribute in tourism growth in the state.

Now one wonders, how comes a tour operator works with commitment and become tourist friendly if private commercial vehicles are requisitioned for election duty that too without the consent and will of owner.

The concerned authority should instruct all officials engaged in requisition of private commercial vehicle to take/seek consent of the  private vehicle owners before  requisition of  vehicle for election duty.

 

 

Death of JominTayeng: condolences pour in

ITANAGAR, May 10: Condolence message are still poring in from various quarters to mourn the death of sitting MLA JominTayeng.

The officers and staff of Directorate of Industries yesterday deeply mourned the death of Tayeng, who served the department as its first Director during 1977-79. They observed two minutes silence praying to almighty for eternal peace of the departed soul and for granting solace to the members of the bereaved family.

The department also conveyed condolence and sympathy to the bereaved family to overcome the tragedy.

Arunachal Pradesh Civil Service Officer’s Association (APCSOA), Dibang Valley and all other officers, officials and general public of Dibang Valley led by Deputy Commissioner Tamune Miso assembled in the DC’s office premises today to condole the death of Tayeng.

In his condolence message to the bereaved family, the DC described Tayeng as an administrator par excellence, a genuine grassroots level leader and a great human being.

They prayed to almighty for eternal peace of the departed soul. RinchinTsetim Khom (AMDO), C.W.Chautang (DPO) and Rajendra Prasad (DIO) has also mourned the sudden demise  Tayeng and conveyed their deep grief and condolence to the bereaved family to withstand the irredeemable loss.

The Idu Mishmi Cultural & Literary Society (IMCLS) had conveyed heartfelt condolences to the bereaved family members of Late JominTayeng and pray for the eternal peace of the departed soul.

The first IAS officer from Arunachal Pradesh and an able administrator par excellence will always be remembered in the history of Arunachal Pradesh as a great administrator and as a great true leader, who has been instrumental in raising promotion quota of tribal people from 15% to 80% said IMCLS in a release. The society termed his as a true visionary leader, who knew that for the development of state, the human resource development was more important than any other kind. “His contribution towards socio-economic development and tribal up liftment, will always be remembered. As a leader, he always stood for the practical developments rather than theoretical,” continued IMCLS. The society added that they will always remember him as a pro-tribal leader who worked for the betterment of the tribal economy and tribal employment in the state.

 

 

West Siang reviews disaster management plan

AALO, May 10: The District Disaster Management Meeting was held at DC Office Chamber here today.

Presiding over the meeting, West Siang Deputy Commissioner M.K. Sahoo stressed on the need for a comprehensive and full proof disaster management plan. The DC said that disaster preparedness is key to tackle any kind of calamities likely in the monsoon season and asked DDMO to start a toll free Control Room at DC office.

It should be properly manned round the clock by official on roster basis to gather information from any corner of possible eventuality. He asked the DF and CSO to make available food and essential commodities during this monsoon season at different level.

DC also called for all line department to  be alert and  said that clearing of drain and water logging in the township area is quite essential  during rainy season. All departments of the districts should put in coordinated efforts in terms of giving their men and materials in times of crisis.

Anticipating water borne diseases in the form of epidemic he asked the DMO to draw a medical contingency plan for the district.

Welcoming the gathering, the DDMO DorjeeNima spelt out the main objectives behind convening the meeting and sought support from the Disaster Management Member and HODs to tackle any kind of monsoon menaces. DIPRO

 

 

Arunachal bag 17 medals in Asia Cup Karate C’Ship

ITANAGAR, May 10: Arunachal Pradesh bagged 17 medals, including one gold, four silver and 12 bronze medals in the 3rd SSKI Asia Cup Karate Championship organized by Shito Ryu Seiko Kai Karate Do India at Talkatora Indoor Stadium, New-Delhi from May 3 to 5.

The gold medal was won by Rosemlu Tamblung in sub-junior (13 years) individual Kata.

Charu Aroti bagged a silver in senior (+68kg) individual kumite while Nakolum Tamblung  and Balepso Pul won one silver medal each in sub-junior (11 yrs) individual kumite and Cadet Individual Kata respectively.

The team comprising Higi Yamum, Yasa Rie and Parvati Bellai won the fourth silver for the state in senior Girls team Kata, informed Arunachal Shito Ryu Karate Do Association President Dr. Marli Ete in a release.

It is worth mentioning here that Yamum is an Assistant Teacher at Pengmer ME School, Raga, Lower Subansiri district and Aroti a UDC in Power department under Nirjuli Electrical Division.

Sensei Tagri Raju was the Coach of the team.

Five South Asian countries and players from USA participated in the championship.

Maldives elections an opportunity to move forward

The upcoming elections in the Maldives represent an important opportunity to move forward with its democratic transition, a senior United Nations official stressed, as he wrapped up a three-day visit to the country.

Multi-party presidential elections were held in the Maldives for the first time in 2008, ending 30 years of one-party rule. Mohamed Nasheed, who was elected in those polls, resigned in February 2012 in contested circumstances, and was succeeded by his former deputy, Mohammed Waheed Hassan.

The Government set up a National Commission of Inquiry to probe the events leading to the regime change, with the Commission presenting its findings last August.

The UN Special Rapporteur on the independence of judges and lawyers, Gabriela Knaul, found during her visit to the country in February that judicial officials there are not sufficiently independent from external pressures and interferences.

“The concept of independence of the judiciary has been misconstrued and misinterpreted in the Maldives, including among judicial actors,” she had stated, adding that there was insufficient dialogue, respect for the new Constitution created in 2008, transparency and access to information, and accountability to allow the judiciary to function property.

She had also noted a relatively low number of sitting female judges, lack of education and training possibilities for persons in the judicial sector, and the lack of trust the general public has in the country’s judiciary.

Also wrapping up a visit to the country was the Secretary-General’s Special Representative on Violence against Children, Marta Santos Pais, who said the upcoming polls provide a key opportunity to safeguard the rights of children.

Dear Editor,

Your esteemed daily's article entitled "Genesis of the Nyishi Elite Society" by Dr Joram Begi published on 19.04.2013 is vexing me, specifically the line "They (Nyishi) were also locally known to each other as Kodang, Yano, Tagin,..."

Since going through the article, I have been delving the extent of its preciseness by means of books, contingence with elite, veteran etc but in vain. No evidence stands that TAGIN has ever been locally or whatever known as Nyishi (or vice-versa). Though I could grab that they had the same origin i.e, EARTH.      So, I would be glad to know if any of his scholar in this regard, or else he is fallaciously making up his mind.

NEIGRIHMS-one of the best hospitals

Dear Editor,

Through your esteemed daily I would like to express my gratitude and at the same time share my experience of being to North Eastern Indira Gandhi Regional Institute of Health and Medical Science (NEIGRIHMS) Shillong and let our Arunachalee friends know about it.

My brother was diagnosed of having gastric ulcer and has been taking medicine for last one month. Despite taking medicine his condition further deteriorated complaining of respiratory problem. Then without wasting time I took him from Bam village to Heema Hospital Itanagar and got him admitted. On the very night Dr. Rinchin Megeji who was attending my brother informed me of having acute heart problem and even warns that at any moment of time it may collapse and stop functioning. On hearing that, I got nervous and left me in the state of dilemma. Then he asked me to immediately evacuate and advised me to take him to North Eastern Indira Gandhi Regional Institute of Health and Medical Science (NEIGRIHMS) Shillong. Since I had little idea about NEIGRIHMS before, I was apprehensive about that what type of Hospital it would be. But the confidence of Dr. Rinchin Megeji washed off my apprehension and I was convinced.

Next day I reached Shillong safely at evening and found NEIGRIHMS which is surrounded by beautiful pine groove on a slanting hill 7 km away from heart of the city. On reaching campus I was laughing at myself for ignorance of being not knowing of such big Institute before.

Then I straightway took my patient to an emergency where more than six doctors were there. Then I made phone call to Dr. Prabin Srivasatava, he immediately responded nicely to my expectation and asked me to wait at emergency ward telling that Dr. Rinchin Megeji had already informed him regarding problem and condition of my brother. On showing Dr. Rinchin’s referred letter, the team of doctors straightway sent us to cardiology ward and got admitted without any hassle.

When I entered the cardio ward I was astonished to find such a hygienic and clean floor which is far cleaner than 5 star hotels that I have seen. Then they started series of examination under the guidance of Dr.Animesh Mishra, Professor Head of the Department Cardiology, assisted by Dr. Kapoor Assoc. Professor, Dr. Amit Malviya, Asstt, Professor including Dr. Prabin Srivastava. Some more doctors could not be mentioned as I could not have proper interaction with them.

After 7 days stay, they conducted series of test that includes daily ECG, USG, 3 times x-ray, endoscopy, echo-cardiographs and at last angiography. I was worried about how much amount they will charge for all above test. But to my utter surprise believe it or not I just paid Rs 1000/- only for entire 7 days stay at NEIGRIHMS. Another best thing about NEIGRIHMS is that patient attendant has nothing to do except cleaning plate and glass for food which is provided free of cost by Institute authority. Patient is guided all through to each and every lab by hospital attendant. After 7 days stay my brother recovered and is almost fully fit. It would have been costly affairs and even may be unaffordable if I had took him to some other hospital where right from sweeper to top level ask for what we call ‘Chai paani’

Now only I come to know that NEIGRIHMS has got super-specialty in Cardiology and Neurology and super-specialty surgery in Urology and Cardio thoracic vascular surgery while specialty in 8 more departments. Once again with highest regard I express my deep gratitude to Dr. Rinchin Megeji of Hema Hospital who referred my brother to NEIGRIHMS and d team of doctors of Cardiology department with special reference to Dr Prabin Srivastava, because of whom my brother has fully recovered from his cardiac problem.

Further I would like to advise my fellow citizen of Arunachal instead of going to some other nearby state they should try NEIGRIHMS first where you will find friendly people, no cheating and almost same environment of Arunachal Pradesh. LONG LIVE NEIGRIHMS.

India has not fared better than Pakistan

Dear Editor,

The attack on Sanaullah Ranjay which led to his brutal death, not only needs to be severely condemned; but has also proved that as far as barbarities and violent behaviour are concerned, India has not fared a bit better than Pakistan ("Sanaullah dies in hospital", May 10).

By making Sanaullah pay with his life for the sin of the culprits in Pakistan who brutally killed Sarabjit Singh, the Indian inmates of Jammu prison and their rabid supporters outside it have indirectly provided moral sanction to the pogrom against Sikhs and Muslims in New Delhi (1984) and Gujarat (2002) respectively. If the "common factor" of citizenship is enough to put Sanaullah and the criminals of Kot Lakhpat jail on an equal pedestal, then what was "wrong" when the innocent Sikhs and Muslims were painted with the same "religious" brush with the Beant-Satwant Singhs and brute Godhra mob respectively!

When will we arrive to the realization that civilized world cannot take "revenge" on a particular section of population if any of its members is found to have committed an unpardonable act? When will we allow humanity to reign supreme by transcending barriers of nation, religion, caste, language, colour, political ideology or birth?

Death of Jomin Tayeng was shocking

Dear Editor,

I was shocked to hear news of the sudden demise of late Jomin Tayeng. I had known Jomin from Delhi University days and then at the National Academy of Administration, Mussorie. I used to meet Jomin here and there occasionally. I cannot forget his beaming smile and infectious laughter. I had last met him at the Bogibeel Ferryghat in March 2005. Before I could recognize his happy portly figure he came running and engulfed me in an affectionate bear hug.

I also knew his Guardian at the Dambuk Mission School, the late and famous educationist Mrs. Indira Miri. She had told me that from his childhood days she recognized that Jomin was going to accomplish much. He will make everyone happy where ever he may be.
